| Mr. Bob Lowery | | Bob Lowery is a 25-year law enforcement veteran. Bob became the city Administrator for the city of O'Fallon, Missouri, in October, 2005. Prior to his newest assignment, Bob served as the Assistant Chief of Police for the City of Florissant Police Department, an internationally accredited agency located in the northern suburbs of the City of St. Louis, Missouri. During his career, Major Lowery served in all areas of the department including the Uniform Patrol Division, Tactical Operations/Hostage Rescue Team, Detective Division, Professional Standards and Inspections Division. The majority of his career was spent as a detective in the Crimes Against Persons Unit, where he supervised and investigated homicides, serious assaults, and sex crimes. Mr. Lowery also held the prestigious position of Commander of the Greater St. Louis Major Case Squad, one of the oldest and the largest multi-jurisdictional homicide task forces in the United States. The squad is comprised of over 500 detectives and supervisors representing 105 federal, state, and local law enforcement agencies. As Commander, he was directly responsible for these personnel and oversaw homicide investigations in the entire ten county St. Louis Metropolitan region, which extends on both sides of the Mississippi River in Missouri and Illinois. He has personally commanded some of the area's most high profile investigations, including cases of murder-for-hire, sexually motivated homicides (including one that involved a decapitation of a 13-year-old girl and another involving the strangulation of two small boys) narcotics and gang related cases, and cases of armed robbery/murder, to name just a few. He holds both a Bachelor of Arts Degree ("Summa Cum Laude") and a Master of Science Degree from Lindenwood University in Business and Human Resource Management. He is a graduate of many advanced training schools on police management, including the FBI National Academy, Class 177. He also serves as an adjunct professor in the Criminal Justice Department at Lindenwood University and frequently guest lectures at several other universities and training schools. Mr. Lowery provides law enforcement training on basic and advanced homicide investigation, interview and interrogation, crime scene, cold case investigation, and multi-jurisdictional case management. Mr. Lowery participates as a member of the Child Abduction Analysis Team (CAAT) for the FBI's National Center for the Analysis of Violent Crime (NCAVC) in Quantico, Virginia. He was recently appointed to the "Team Adam" Board of Advisors for the National Center for Missing and Exploited Children (NCMEC), and additionally serves on the selection committee for "Team Adam" consultants. Additionally, he has served on the Board of Directors of IHIA since 1999 and actively participated in organizing IHIA Symposia in St. Louis, Missouri; the FBI Academy at Quantico, Virginia; the National Crime Faculty – Bramshill, Hampshire, England; Houston, Texas; and Las Vegas, Nevada. Mr. Lowery and his wife, Heidi, have three teenage children and live in the St. Louis area. | | Mr. Ben Ermini | | Mr. Ermini (retired) was the former Executive Director of the National Center's Missing and Exploited Children's Division, overseeing the handling of over five thousand current cases in which the National Center plays an active role. Joining the NCMEC in 1989, Mr. Ermini brought to the Center almost 30 years of law-enforcement experience during his career with the Yonkers, New York, Police Department. As Captain of the force when he retired in 1985, he was Patrol Commander for Field Operations. He had previously been appointed Lieutenant, serving as Commanding Officer of the Intelligence Division; Executive Officer, Detective Division; and Project Director of the Integrated Criminal Apprehension Program. Mr. Ermini is a graduate of the Federal Bureau of Investigation's National Academy, Quantico, Virginia, and has attended the University of Virginia, focusing his studies on Police Administration/Management and Contemporary Police Problems and Crime Resistance. He has served as an instructor for the United States Department of Justice's Serious Habitual Offender Comprehensive Action Program (SHOCAP) and received numerous awards and citations for his work in law enforcement in Westchester County, New York. | | Mr. Mark Hilts | | Mr. Mark Hilts has over 24 years of law enforcement experience, including 17 years as a Special Agent of the Federal Bureau of Investigation (FBI). He is currently the Unit Chief of the FBI's Behavioral Analysis Unit (BAU-2), Crimes Against Adults, which is a component of the National Center for the Analysis of Violent Crime (NCAVC). Supervisory Special Agent Hilts has been assigned to the NCAVC since 1995. During that time he has consulted with hundreds of investigators and prosecutors from law enforcement agencies throughout the United States, as well as Europe, South/Central America, and the Caribbean. Mr. Hilts has provided crime analyses, offender profiles, investigative suggestions, major crime management, and other services to law enforcement agencies involved in serial murder, child abduction, sexual assault, and other violent research projects at the NCAVC, and is one of the co-authors of the FBI's Child Abduction Response Plan. Mr. Hilts spent seven years on a violent crime squad in the FBI's Miami Division, where he was an assistant team leader of the SWAT Team, and his investigative responsibilities included kidnappings, extortions, bombings, and other violent crime matters. Prior to joining the FBI, he spent six years as a police officer with the Plant, Texas, Police Department, holding positions in the Patrol Division, Crime Prevention Unit, and Criminal Investigation Division. Mr. Hilts received a Bachelor of Arts degree in Criminal Justice from Stephen Austin State University. Mr. Hilts is a member of the IHIA Advisory boards for the Department of Justice grants, the National Registry of Unidentified and Missing Persons and Basic Homicide Investigation Standards. He also serves on the IHIA Advisory Board. | | | | Dr. Michael Murphy P. Michael Murphy is the Coroner for the Clark County Office of the Coroner/Medical Examiner and has been with the office since 2002. In addition, he served as the Interim Director of Juvenile Justice Services for Clark County while dual filing department head positions for over six months in 2005. As Coroner, Dr. Murphy brings thirty plus years of law enforcement and public service experience to the position, working as an entry level police officer in Kansas City , Kansas to serving as Chief of Police. He has worked for several municipalities including Boulder City , Mesquite , City of Las Vegas and now Clark County . Michael has served and continues to serve on numerous committees at the federal, state and local levels. Michael has a doctoral degree is Business Administration with California Pacific University . He received Administrator of the Year Award from ASPA's Nevada Chapter in 2004 and Clark County Director of the Year for 2006. Dr. Murphy has been a guest lecturer and instructor regarding law enforcement topics and a wide variety of motivational presentations. He has been honored to provide instructional guidance internationally to law enforcement agencies in Russia , China , Azerbaijan and most recently Tanzania . |
