NCMEC Gives & Receives

On August 30, 2006, one day following the one-year anniversary of the landfall of Hurricane Katrina upon the city of New Orleans, Robert O'Brien, Executive Director, Missing Children Services, NCMEC, presented the Juvenile Division of the New Orleans Police Department with approximately $5,000.00 worth of Canon, Inc. and Dell, Inc., equipment in an effort to help replace resources the department lost during the flooding caused by Hurricane Katrina. This presentation was made at the 13 th Annual International Homicide Investigators Association Symposium held at the Sheraton New Orleans Hotel August 28-Sept. 1, 2006.

Canon, Inc. a corporate partner of NCMEC, donates cameras and office equipment which, in turn, is given to state and local law enforcement agencies for use in the investigation of missing and exploited children cases. The equipment donated to the New Orleans Police Department included a digital camera, camcorder, scanner, printer, and fax/scanner/copier. Similar equipment was used extensively by NCMEC's Team Adam Consultants on the ground in the Gulf States in the aftermath of Hurricane Katrina. This equipment was invaluable in assisting NCMEC and the Louisiana Missing Children's Clearinghouse in identifying and reuniting children and families and ultimately resolving 5,192 reports of children missing as a result of the storm and subsequent evacuations.

A complete LOCATER system with accompanying desk was also given to the New Orleans Police Department. LOCATER is a cutting-edge web-based program that enables law-enforcement agencies to rapidly create and distribute critical images and information about missing-child cases. The donated LOCATER system included a Dell, Inc., computer with monitor, a printer, and a fax phone, and web-based software for the creation and distribution of missing child posters.

Assisting in the presentation to Juvenile Division officer Lt. Gerald Kreider was Walter Fahr, Manager of the Louisiana Clearinghouse and NCMEC Case Manager Phyllis O'Brien. Ms. O'Brien, assisted by NCMEC employees, Project ALERT Representatives, and Team Adam Consultants, was responsible for helping to reunite over 700 Katrina children with their families.

Following Mr. O'Brien's presentation, Marketa Gautreau, Assistant Secretary of the Office of Community Service, Louisiana Department of Social Services, made an award presentation to NCMEC and Team Adam for the "Extraordinary Assistance To The Missing And Displaced Children During Hurricanes Katrina & Rita 2005-2006". She praised Team Adam for being prepared to assist by bringing their own phones, computers, and even living quarters (RVs) as they traveled to the devastated Gulf Coast to assist in the hurricane's aftermath. She also praised the many NCMEC employees in Virginia , over a thousand miles away, who also worked tirelessly to help find children missing in Louisiana . She was joined onstage by Cindy Phillips, Administrator, Child Protective Services, Louisiana Department of Social Services.

NCMEC received one additional award on August 31, 2006, as Bill Hagmaier, Executive Director of IHIA, presented NCMEC with the 2006 Award for Excellence for “continued service to victims” during a festive gala dinner and awards program to conclude the conference.
